Accumulated Number of Beds Available Since 2003

As of June 2007, there are a total of 411 beds in 24-hour group homes, 271 beds in 8-16 hour group homes, and 202 beds in semi-independent homes statewide.

As illustrated in the following graph, there were 140 beds added in 24-hour group homes in 2003. In 2004, 60 more beds were added, followed by 53 beds in 2005, and 86 beds in 2006. The latest numbers as of June 30, 2007 show that 72 beds have been added this year.

Kauai County lost four semi-independent home beds in 2004 followed by Maui County who lost five in 2005. Both counties, however, opened more 24-hour and 8-16-hour group home beds during those periods.


Housing Types:

24-hour group homes provide consumers with a six-month length of stay in “dry” and “damp” housing (see definition below). Staff provide life skills training and supervision is maintained 24 hours a day. Consumers have the rights of tenancy with rents ranging from $250 for a shared room to $350 for a single room.

8-16 hour group homes provide consumers with up to two years of mostly damp housing. Homes are similar to 24-hour group homes except staff are on-site for 8 to 16 hours per day, 7 days a week.
Semi-Independent homes provide permanent damp and dry housing. Property management staff are on-site 8 hours per day with some weekend coverage. In federally funded HUD homes, consumers pay 30 percent of their entitlements for rent. Other homes have rents similar to 24-hour and 8-16 hour group homes.

Definitions:

Damp (abstinence-encouraged) Housing: Designated for individuals who recognize their need to limit substance use and are willing to live in a supported setting where uncontrolled use by themselves and others is actively discouraged; however, they are not ready or willing to be abstinent.

Dry (abstinence-expected) Housing: For individuals, with co-morbid substance disorders who choose abstinence and who want to live in a sober group setting to support their achievement of abstinence. Any substance use is a program violation, but consequences are usually focused and temporary, rather than “one strike and you’re out.”
